Black Fleet is a bright, mischievous pick-up-and-deliver game in which every player controls a merchant ship and a pirate ship while taking turns commanding neutral navy vessels. A movement card activates all three ship types: merchants collect goods in one port and sell them at another, pirates attack rival merchants to steal cargo and later bury it for doubloons, and navy ships hunt opposing pirates for rewards. Fortune cards bend movement and combat rules, so bold routes are tempting even when the sea looks crowded. Money buys four development cards in a personal stack, revealing permanent asymmetric abilities one at a time; only after all four are purchased can you pay the secret cost of your final victory card. There are no dice, attacks are quick, sunk pirates return, and the lavish ship miniatures keep the take-that interaction playful rather than punitive.
